In a food production plant the changing room is not a welfare facility — it is the first critical control point on the route into the production zone. HACCP does not certify dispensers, but the auditor checks whether PPE stock is protected, whether the equipment can be cleaned, and whether the donning sequence is enforced by design. The morning shift enters the clean changing area. Beard covers sit in a bulk carton on the bench, caps in a second carton beside it. An operator puts on a gown, then reaches for a cap — with hands in a production gown, into an open carton that ten other people have just reached into. The BRCGS auditor records: "PPE stock not protected against cross-contamination in the changing area". The finding is not about the operator. It is about stock sitting in transport packaging rather than in a dispenser with a single dispensing opening.
What HACCP actually requires of a changing room
HACCP (Hazard Analysis and Critical Control Points) is an operator system, not a product certificate — a distinction worth understanding precisely. No dispenser is "HACCP certified", and any supplier claiming otherwise is misrepresenting the facts. What HACCP does require is that the operator identifies hazards, defines critical control points and demonstrates control over them. In practically every hazard analysis the changing room is a control point — because that is where personnel transition from the external zone into production.
The standards built on top of HACCP — BRCGS Food Safety, IFS Food and EN ISO 22000 — go further. The common denominator for changing room equipment is:
- Washable, non-absorbent material — surfaces in the changing area must be cleanable and disinfectable. Cardboard, fibreboard and fabric are absorbent materials.
- Stock protected against contamination — PPE destined for the production zone must not be exposed to contact by multiple people or to airborne contamination.
- Visual inspection and full-surface cleaning — including the surface behind and beneath the unit.
- Enforced sequence — the equipment layout should mirror the PPE donning order defined in the procedure.
Zones and boundaries — how a changing room divides
Standard production changing room layout
- Dirty zone (personal clothing area) — the operator removes private clothing. No production PPE dispensers here — stock destined for the production zone must not sit on this side.
- Boundary / transition bench — the physical dividing line, crossed in a defined sequence.
- Clean zone (production clothing area) — the full dispenser set is mounted here. Staff don PPE after crossing the boundary, not before.
- Hygiene airlock — hand washing and disinfection, with the glove dispenser as the final element of the sequence, immediately before entering the hall.
The most common design error in production plants: placing PPE stock in the dirty zone because that is where there was free rack space. The consequence is unambiguous — protective equipment destined for the production zone, stored on the dirty side, is by definition out of control. A wall dispenser solves this structurally, because it is fixed to a specific point on the wall rather than placed wherever space happens to be.

Why INOX in a food production environment
The arguments here differ partly from healthcare. A food plant does not use alcohols at hospital intensity, but it does use alkaline, acidic and chlorine preparations at high concentrations, often applied by foam or pressure washing. Add constant high humidity and — in meat and dairy plants — low temperatures.
- Stainless steel 1.4301 (AISI 304) has been standard in food plant equipment for decades. It withstands pressure washing, does not absorb moisture and does not deform at low temperatures.
- Smoothness of Ra ≤ 0.8 µm limits the ability of biofilm to colonise the surface. This is a parameter worth citing in discussion with an auditor — it is measurable and verifiable.
- Folded rather than welded edges — no welds means no locations where organic matter remains after washing.
- No horizontal base — a wall dispenser does not collect spilled liquid and does not create a resting surface where "something temporary" will appear.
